Minutes of a Meeting of Thrybergh Parish Council, Wednesday 3rd July 2024. Held At the Parish Hall, Park Lane, Thrybergh.
Present:
Councillors G Trickett (Chair), A Martin, J Parsons, B Shaw, J Chambers, M Senior & N Jackson.
Also present Ward Councillor J Ryalls (part-time).
There were no members of the public present.
068/24. Apologies For Absence.
Apologies were received from Councillors R Thomas & T Knapton
069/24. Approval of Reason Given for Absence.

Resolved: That the councillor’s apologies be accepted by the Parish Council.
070/24. Declaration Of Interest
There was a declaration of interest from Councillor M Senior on the item in Matters Arising relating to the parish owned woodlands on Hollings Lane

There were no members of the public in attendance.
072/24. Minutes of the Previous Parish Council Meeting held on Thursday 6th June 2024.

Resolved: That the minutes of the previous meeting of Thrybergh Parish Council held on Thursday 6th June 2024 be approved as a correct record and signed by the Chair.
073/24. Matters Arising from Previous Meetings of the Parish Council
The following matters arising were discussed:-
025/24 – Damage to recently planted fruit trees on Vale Road and behind the Parish Hall with 2 trees damaged on Vale Road and 4 trees behind the hall vandalised on Friday 19th April and incident caught on CCTV. SYP have advised that one child is below the age of criminal preosecution so they cannot take any legal action. However, they are dealing with this through their youth team who will work with the child and parents. The two other children do not have a significant juvenile profile are also being referred to the Youth Justice department which will include 12 weeks of community work.
054/24 - Tree Survey in PC owned woodland – the site visit done Tuesday 25th June and report on condition of the trees and woodland received. the clerk detailed the work that needed doing and it was agreed that the report would be sent out to contractors for quotes for the remedial work, this will then be discussed and actions decided during the September meeting.
052/24 - Access gate on to Fullerton Fields, Vale Road – gate now in production, will fit when ready.
215/23 - Planning Application RB2024/0205 to Vary/Discharge Previous Application on Land to the rear of 13-37 Vale Avenue – Has been passed conditionally by RMBC.
Ward Councillor J Ryalls joined the meeting.
074/24. Police Report.
April crime figures are Rotherham North at 685 and Thrybergh at 53. For comparison, March figures were Rotherham North at 672 with 60 for Thrybergh.
The next CAP meeting will be Wednesday 17th July at 10am in Thrybergh Parish Hall.
075/24. Renewal of Premises Licence with RMBC.

Resolved: That the payment to RMBC for the bar drinks licence for 2024/25 be approved at a cost of £180.
076/24. Remembrance Sunday Service Booklet Reprint.
The clerk has spoken with Revd Helen Terry and she is happy with the service and hymns we have in the booklet and the parish council agreed that changes did not need to be made. The clerk had contacted several printers with B&B Press declining to quote as they only take on commercial work. The quotes from John Brailsford and Rotherprint were then discussed.

Resolved: That the order for 200 new A5 booklets be placed with John Brailsford at a cost of £135.
077/24. Purchase of New First Aid Kit for Parish Hall.

Resolved: That the expenditure on a new First Aid Kit at £47.46 with VAT at £9.49 making total of £56.95 be approved.
078/24. Correspondence.

079/24. Items of Report.
There were no Ward Councillor reports.
The chair, in his capacity as Hall secretary, advised that the Slimming World booking had now completed but we were receiving enquires for children’s parties with many of them being repeat bookings. Bookings for the bar over the summer are light at the moment.
Clerks Report – attended the South Yorkshire Annual Branch meeting in Asken Wednesday 19th June (7pm). A talk on biodiversity in the planning system, discussions on the activities of the new Mayor, Doncaster airport and transport.
080/24. Requested by Councillors and/or AOB.
Defibrillator, recently a request to use the defibrillator was made but it seems that our registration has not been transferred over to the new system by SY Ambulance Service so was not available to be used. This has now been amended by the clerk, our pads are in date to end October 2025 and are dual pads for use on adults and children.
The grit bin on Vale Road/Paddocks has been overturned and grit spilled out and has now been repaired.
Councillor and Clerk Appointments to the RMBC/Parishes Joint Working Group (JWG) - RMBC has now asked YLCA to circulate the results of the Joint Working Group selection ballot that was completed recently and was uncontested. Persons nominated and duly appointed to the JWG: Councillors: M Elliott (Aston cum Aughton PC), D Oxley (Thurcroft PC), P Blanksby (Wales PC), D Rowley (Ravenfield PC), K Jay (Ravenfield PC), C Jepson (Anston PC), S Bates (Wickersley PC). Clerks: K Butler (Aston cum Aughton PC).
It was reported that the throw Line at the Country Park vandalised putting the lives of those visiting the park at risk and has now been repaired.
The clerk is arranging a Fire Risk Assessment of the hall over the summer period and fire training of staff and councillors will also be undertaken.

081/24. Accounts For Payment.
The Council considered the schedule of accounts for payment for June.

Resolved: That the schedule of accounts for payment be approved and signed by the Chair.
082/24. To notify the Clerk of matters for inclusion on the agenda of the next meeting.
