Minutes of a Meeting of Thrybergh Parish Council, Thursday 4th April 2024.
Held At the Parish Hall, Park Lane, Thrybergh.
Present: Councillor G Trickett (Chair), A Martin, D Bates, J Parson, J Chambers (part-time), T Knapton, B Shaw, R Thomas, & M Senior (part- time).
Also present Ward Councillor Bennett-Slyvester.
There were no members of the public present.

Resolved:That the minutes of the previous meeting of Thrybergh Parish Council held on Thursday 7th March 2024 be approved as a correct record and signed by the Chair.
Matters arising from previous meetings of the Parish Council
The following matters arising were discussed:
Councillor M Senior joined the meeting
"Brassed off" Performance in the Parish Hall - The event was very sucessful with all those attending thoroughly enjoying the film, exhibition and the perfomance and talk by Paul Davies one of the members of Grimethorpe Colliery Band who featured in the film. Praise was extended to the Silverwood Heritage Society for their hard work in promoting the vent and everything that the Society does to preserve the coal mining heritage community.
Police report
The Police statistics have not yet been updated with the last figures being January which where discussed at the last Parish Council meeting.
RMBC Planning Application RB2024/0372
The application to erect a single storey rear extention at 12 Park Vale Drive was discussed by the Council and no issues were raised.
EDGE IT Systems
The clerk advised that the finance package with EDGE IT Systems had required upgrade due to a need to move to a higher financial band

Items of Report
Ward Councillor Bennett Report:
Expressed his thanks to the Parish Council for providing the hall for screening of "Brassed Off" and discussed the new draft fruit trees around the hall and along Vale Road. The councillor expressed his annoyance about incidents around the Vale Road Railway Bridge especially when residents are requested to report identities when crimes have been committed and then the authorities do not respond which has been the case regarding the railway bridge.Residents reported names to the police and nothing happened up to a point where we had a bus window damaged. Stern words have been had and now the neighbourhood inspector and the council’s community safety team have raised the matter at district level and with some of those named being children of council tenants so the area ASB officer is now involved and appropriate measures regards tenancy breaches will be looked at. The Ward Councillor also raised a recent communication which had been brought to his attention by the Chair relating to streetlighting and additional fixtures including poppies and hanging baskets possibly causing load bearing issues on lampposts which has been taken up with Neighbourhoods and has also been reported in this week’s Advertiser. The K frame installed to disrupt the off-road motorbikes around Warreners is now working well and a second barrier is to be installed in a couple of weeks. CCTV around St Leonard’s Avenue is helping to stop anti-social behaviour.Finally, this maybe my last items of report as a borough councillor so may I extend my thanks for the joint working over the past three years. I hear many tales from other PCs around the borough and personally am glad we have one where the communal good is always of first concern and whether as a borough councillor or local resident I look forward to an ongoing relationship with the Parish Council.
Clerks Report:
The clerk advised he had attended further election training on Friday 15th March at Sunnyside community hall but this meeting was over-taken by the issues relating to hanging baskets and street poppies with all clerks very angry especially when contracts have already been exchanged for this summer’s baskets. The communication from RMBC has now been withdrawn and there will follow a dialogue between RMBC and Parish Councils later in the year, more info to follow.
Hall Secretary Report:
The hall secretary reported that bookings with the bar were increasing with May being fully booked for Saturday evenings and several already booked for later in the year and the level of enquiries is on the increase.
Councillor Shaw advised that the next meeting of the YLCA Executive Board is 20th April although he may not be able to attend.

The men’s toilet has been repaired at a cost of £263 and this also includes fixing the plaque to the plinth next to the Rowan tree. This will be on May’s agenda to be approved by the Council.Repairs have been made to the architraves on the main hall fire doors by CJB Joinery Services at a cost of £45.The two benches outside St Leonards have now been repaired/renovated 1st April by CJB Joinery at a cost of £260 and this was approved at the February meeting on minute 196/23.RMBC planning application RB2023/1585 has been conditionally approved. This is for the demolition of existing building and erection of a detached bungalow and garage on land to the rear of Lincome, 151 Doncaster Road. No issues were initially raised by the Parish Council although there was initially a comment made about any possible impact on the new development planned for the Fosters site.16 new fruit trees have been planted alongside the rear of the parish hall and along the wall on Fullerton fields, Vale Road and have been provided by RMBC at no cost to the parish council with money donated by the Rotherham Floral Society after its closure.

The date of the next parish council meeting will be Thursday 9th May 2024 at 6:30pm.
The chair expressed his thanks and that of the full Parish Council to retiring Councillor Bates for his hard work and commitment given to the Council and to the community of Thrybergh which was followed by a deserved round of applause.
