Minutes of a Meeting of Thrybergh Parish Council
Held on Thursday 4th May 2023
At the Parish Hall, Park Lane, Thrybergh (6:30pm Start)

 

Present: - Councillors G Trickett (Chair), A Martin, K Endicott, R Thomas, N Jackson, J Cahmbers & T Knapton.
No members of the public were present.

1. Appointment of Chair of the Council

Mover: Councillor A Martin Seconder: Councillor: T Knapton
Resolved: That Councillor G L Trickett be appointed Chair of the Parish Council for the 2023/24 Municipal Year.

2. Appointment of Vice Chairman of the Council

Mover: Councillor G Trickett  Seconder: Councillor J Chambers
Resolved: That Councillor A Marting be appointed Vice Chair of the Parish Council for the 2023/24 Municipal Year.

3. Committees of the Parish Council

The Hall Committee is currently Councillors G L Trickett, A Martin, M Senior and T Knapton

Resolved: That the four Councillors continue as the Standing Orders Committee for the 2023/24 Municipal Year.

The Staff Committee is currently  Councillors G L Trickett, A Martin, D Bates, M Senior.

4. Position of Hall Secretary

Resolved: That Councillor G L Tricket Continue as hall secretary for the 2023/24 Municipal Year

Resolved: That the Councillors apologies be accepted by the Parish Council.

7. Declarations Of Interest

There were no expressions of interest.

There were no questions from the public

9. Minutes of the Previous Parish Council Meeting held on Thursday 6th April 2023.

Mover: Councillor A Martin   Seconder: Councillor T Knapton

Resolved: That the minutes of the previous meeting of Thrybergh Parish Council, held on Thursday 6th  April be approved.

10. Minutes of the Annual Parish Meeting (Annual Assembly) held on Thursday 6th April 2023.

The minutes could not be passed due to not enough attendees of the Annual Assembly being at the Parish Council meeting and will now be on the June agenda to be passed.

11.Lost Chords UK

Lost Chords is an innovative charity dedicated to improving the quality of life an well-being of those living with dementia using interactive musical stimuli to increase their general awareness and self-esteem. Unfortunately Sally Glennon could not attend tonight's meeeting to advise the council on the local activities of the charity and this item will now be put on the June agenda.

12. Matters Arising from Previous Meetings of the Parish Council

The Following matters where discussed;

The Coronation of His Majesty King Charles III

The Parish Council is celebrating the Coronation with a children's party in the parish hall on Monday 8th May 2023 from 2pm to 5pm. This will feature entertainment from Barney Baloney and the event has been publicised with leaflets on the website, notice boards, and local shops. The cost for the Rowan tree next to the cenotaph including planting is: 515.00 plus VAT.

Resolved: That the Parish Council will have one plaque that gives details of the Coronation including basic details on the Rowan tree.

A more detailed history of the Rowan tree would be produced, framed, and placed in the Parish Hall. The new protrait of King Charles III has now been placed in the hall. The cost of the picutre was £12.43 and framing was £84.

Resolved: That the  Parish Council pass the invoice for the picture and fram at £96.43

The Clerk advised that the grants offered by RMBC for the celebration of the Coronation specifically said that the events would only be considered if they took place on Sunday 7th. It now ppears that grants have been given for other dates too and the clerk has put in a complaint too as Thrybergh Parish Council were not advised of any policy change. Ward councillor Barker-rodgers has confirmed that she will give a grant to the Parish Council from her ward budget.

Vandalism to the Parish Hall Cenotaph

The police attended the Parsih Hall on Thursday 4th May to view the footage and the matter will be taken up with the local schools. It has been stressed to the Police that the Parish Council is more interested in educating local school children about why we have Cenotaphs rather that punishment. The story featured in The Advertiser 31st March and was also covered by Calendar Television on 5th April.

Lighting System for the Parish Hall Stage

The Clerk demonstated the new lighting rig to the Parish Councillors.

Stone Chippings Around The Parish Hall

The work on concreting the limestone chippings aroun the Parish Hall has now been completed althought it was noted that there has already been an attempt to dig up a small area. The final bill for the work as been recieved from West Joinery & Building.

Resolved: That the Parish Council pass the invoice from West joinery & Buildings for the works at £582.

Bill Winder Cup

Inviations have now been sent to the local schools for the football tournament with the proposed date being Wednesday 21st June.

Additional CCTV Camera for the Hall

The new camera covering the full area around the Cenotaph and benches was fitted Tuesday 25th April.

13. Police Report

The latest statistic for March are 49 incidents for Thrybergh and 873 for Rotherham North. Items discussed at the CAP meeting held 3rd May at Thrybergh Parish Hall including the discussion of Thrybergh statistics which tend to compare favourably with other areas in Rotherham North. A request was made to split the statistics currently show as Violence & Sexual Offences but it was infromed that this could not be done.

14. Renewal of Membership of Yorkshire Local Councils Association.

Resolved: That Thrybergh Parish Council renew the membership of  Yorkshire Local Councils Association at the annual fee of £807.

15. Renewal of Membership of Community First Yorkshire for 2023/24

Resolved: That Thrybergh Parish Council renew the membership of Commuity First Yorkshire at the annual fee of £42.

16. Edge IT Systems Year End Financial Services

Mover: Councillor R Thomas  Seconder: Councillor J Chambers

Resolved: That Thrybergh Parish Council accept the invoice for end of year financial services at a cost of £35.00 plus VAT.

17. Renewal of Accounting Package with EDGE IT Systems for 2023/24.

Resolved: That Thrybergh Parish Council accept the invoice for renewal of the accounity package at £305 plus VAT.

18.Purchase of a New Replacement Radiator.

Resolved: That Thrybergh arish Council replace the leaking radiator in the cloak room at a cost of £387.82

19. To Plant a Tree in Memory of Her late Majesty Queen Elisabeth II

Mover: Councillor T Knapton  Seconded: Councillor J Chambers

Resolved: That Thrybergh Parish Council plant a Cherry Blossom in the vicinity of the Parish Hall in memory of Her Late Majesty Queen Elisabeth II. The Clerk to rever with costs at the June Parish Council meeting.

20. Proposed Women's Self-Defenece Class.

A councillor had requested that the Parish Council consider putting on a Self-Defence class for women and the clerk gave indication of costings and the Parish Council would need to find grant funding if the class was to take place. The clerk would look for funding but we would also need an indicator of numbers wishing to attend. The idea would be put on the notice board and on our website to ascertain potential attendees and the proposal would be discussed further at the June Parish Council meeting.

21. The use of a small inflatable play area in the hall.

The council has recieved a request for a children's party with a small inflatable play area (not a bouncy castle).

22. Planning Application RB/2023/0462

To consider an application for a two story side and rear extention, formation of rooms in roof space with dormer window to rear and single storey link extention to existing out building at Grafton 140 Doncaster Road. No comments or issues raised by the parish council.

23. Planning Application RB/2023/0534

To consider an application for a garage and link extentin at 177C Doncaster Road. No comments or issues raised by the parish council.

25. Items of Report

The Chair read of the report from Ward Councillor Bennett-Sylvester:-
Grafitti Deer Park Farm - There was a incident of obscene graffiti on the wall of Deer Park Farm which as now been removed with the incident involving local school children.
Community Skips - It is highly unlikely there will be a community skip in Thrybergh this year as hire costs of increased by 10.5% and the budget has stayed static. Last year we held two skip days in the ward with one on Silver Street and the other outside Thrybergh Parish Hall so, If we can hold one this year, then it should be in East Herringthorpe or Dalton. Remember that the budget to fund skips comes from the ward housing hub paid from the housing revenue account. Proportinally we get less that the average for Rotherham where the fomula allows £10 pr council home across the borough while we get just £7.25.

The Clerk attended the Dalton, Thrybergh & Herringthorpe CAP Wednesday 3rd April with items being discussed including local crime levels, begging outside asda with 4 of the regular beggars now having been housed elswhere in the Borough and the use of electric scooters which are not legal for riding on public streets and pavements. The Clerk also attended the SLCC meeting at Aston Parish Hall on Tuesday 18th April where a presentation made on changes to planning procedures signed to ease the application and improve the speed, the clerk's meeting on 24th April at Kiveton Park & Wales Village Hall and an on-line RMBC Emergency Planning meeting on Tuesday 25th April.

26. Requested by Councillors and/or AOB.

It was reported tha the Parish Council is to recieve a Community Infrastructure Levy (CIL) payment of £526.86 for the erection of dwellings on the land to the rear of 13 - 37 Vale Road. The Clerk read out the full list of CIL payments to other Parish Councils and it was noted that other Parish Councils were in receipt of sums very much larger. The Clerk advised that unison is in dispute with pay levels made by the National Joint Council for Local Goverment Services and is balloting for strie action. The Council will be kept fully informed as actions develop.

27. The Internal Audit of Thrybergh Parish Council for 2022/23.

The internal Audit for 2022/23 was read by the Parsih Council.

Resolved: That the Internal Audit for 2021/22 be accepted.

28. Appointment of an Internal Auditor to Thrybergh Parish Council for 2023/24

Mover: Couciilor J Cambers  Seconder: Councillor R Thomas

Resolved: That Thrybergh Parish Council appoint Richard Bellamy as the Internal Auditor for 2023/24.

29.Annual Governance Statement of Thrybergh Parish Council for 2022/23.

The Annual Governance Statement was discussed by the Parish Council.

31. Annual Accounts of Thrybergh Parish Council for 2022/23

The Annual Accounts of Thrybergh Parish Coucil were discussed by the Parish Council.

Resolved: That Thrybergh Parish Council accept the Annual Accounts for 2022/23.

32. Resignation of Parish Council Street Cleaner/Litter Picker.

Mover: Councillor A Martin  Seconder: Councillor T Knapton

Resolved: That the acceptance of the resignation of the Street Clearner/ litter was formally accepted and that the vacant position be advertised at 10 hours per week split over three days. The Clerk to arrange to advertise the post on the Parish Council website and notice board.

33. Accounts for Payment.

The Council consider the schedule of accounts for payment April.

Resolved: That the schedule of accounts for payment be approved and signed by the chair.

34. To Notify The Clerk Of Matters for Inclusion on the Agenda of the next meeting.

It was discussed that both Union Flags have to be repaired due to weather damaged and thanks were expressed to Cllr A Martin for doing the repair work. It was request that the Parish Council purchase a new flag and this will be put on the agenda for the June meeting.

The date of the next parish council meeting will be Thursday 1st June 2023, starting at 6:30pm
